POST-HEARING SUCCESSION, ORDER AND EVIDENCE CONTROL —
v1.03K6G3M / v1.03K6G3N / v1.03K6G3N1
1. CONTROLLED SUCCESSION
00C is the sole active C00 master and decision-maker.
00B became read-only upon controlled activation under
v1.03K6G3M.
Chats 00 and 00A remain read-only.
00D is the sole inactive standby successor.
Chat 06 remains preserved, suspended and non-operative.
All downstream returns route only to 00C.
2. VERIFIED HEARING RESULT AND ORDER
Deputy District Judge Hatzer heard the Defendant’s contested
application at Liverpool on 28 July 2026.
The sealed order provides that:
1. the default judgment dated 11 March 2026 is set aside;
2. the Defendant is granted leave to defend;
3. the Defendant’s strike-out application is dismissed;
4. by 4.00 pm on 17 August 2026 the Claimant must file and serve fully
pleaded and compliant amended Particulars of Claim;
5. in default, the claim stands automatically struck out;
6. after receipt, the amended Particulars are to be referred to a
deputy or district judge in box work to determine compliance;
7. subject to that compliance review, the Defendant must file and
serve its Defence no later than 21 days after service of the amended
Particulars;
8. direction questionnaires and further case-management directions
will follow; and
9. costs are reserved to the trial judge at the final hearing.
The order records that DDJ Hatzer gave an extempore judgment with
reasons.
The order, rather than any hearing note, controls its exact procedural
terms.
3. ONLINE ORDER AND CASE RECORD
The MOCL orders-and-notices record identifies online case number:
1770643194023985.
The County Court Caseman claim number remains:
793MC921.
The portal records the final DDJ Hatzer order as created on
28 July 2026.
4. HEARING ASSISTANCE
The sealed order records that the Claimant appeared in person, had
the benefit of a McKenzie Friend and received reasonable adjustments
because of his vision problems.
The user confirms that the McKenzie Friend was Marc Horn.
The order does not confer a continuing right of audience or authority
to conduct litigation on the McKenzie Friend.
5. POST-HEARING EVIDENCE CONTROL
ES-BVJ-0005 is the open post-hearing evidence set.
It preserves ES-BVJ-0004 as parent.
The communal project source consists of:
C00 — Master Control;
C10 — Source Vault;
C20 — Evidence; and
C30 — Authorities.
Downstream chats must open and use those communal linked sources.
Individual re-upload into every chat is not required unless a source
is inaccessible, incomplete, stale, available only in an insufficient
public-safe form or requires local binary/hash verification.
The present post-hearing intake includes:
– the sealed order dated 28 July 2026;
– MOCL online-order evidence;
– the Defendant’s late skeleton;
– the Defendant’s N260;
– the N260 transmission record;
– the March formal online response;
– the filed 19-page March Respondent skeleton;
– the March MOCL portal record; and
– the existing accepted evidence parents.
The completed provisional cleaned hearing note has been registered as a substantive contemporaneous reconstruction. It is not an official transcript or approved judgment. The sealed order controls exact procedural terms.
6. POST-HEARING RERUN
Following Gate 1 closure, the controlled sequence is:
Chat 01 — facts, evidence, inference and reasons;
Chat 02 — law, gateway and atomic-authority verification;
Chat 03 — source-level application and schedules;
Chat 04 — viability and disposition;
Chat 05 — primary-authority and pleading-readiness verification;
new pleading workstream — only after 00C acceptance.
The old suspended Chat 06 is not an operative parent for that pleading
phase.
7. CONSTITUTIONAL AND UNIVERSAL CANDIDATES
The proposed first-precedent, ordered-legality, correct-law,
Dr Bonham, equity, judgment-correction, section 65 and liability-order
modules remain candidate deltas only.
No proposition is promoted to U00 without actual primary-source
opening, source/function classification, ratio and limits extraction,
hierarchy review, adverse-authority review and 00C acceptance.
PRESERVED PRE-HEARING CONTROL SECTION — HISTORICAL ONLY
The sections below record prior accepted stages and remain preserved
for provenance.
They do not govern current master authority, evidence-set status,
hearing posture, downstream routing or pleading activation.
Where any prior section conflicts with the post-hearing control above,
the post-hearing control governs.
CHAT 02 v1.03K6E2 ACCEPTANCE / SECTION 65 CONTROL / CHAT 03 REAUTHORISATION — v1.03K6F3A
Chat 00A qualified accepts Chat 02 v1.03K6E2.

Chat 00A adopts BVJ_00_C00_Additive_Section65_Right_Remedy_Ex_Debito_Control_v1.03K6F2A.txt.
The change is a law/interpretation event and does not create a new evidence set.
The v1.03K6F/F1 launch is preserved but superseded.
Current v1.03K6F3 / v1.03K6F3A controls:
2. BVJ_00_C00_Additive_Section65_Right_Remedy_Ex_Debito_Control_v1.03K6F2A.txt

CHAT 00 MIGRATION AND INITIALISATION — v1.03B
17 July 2026
The C10 → C00 migration handoff has been accepted.
The chat titled “00 — BvJ 2026 Master Case Control — C00” is now the sole active case-specific master-control workstream for Burke v Jacobs
[2026].
The former mixed BVJ/universal conversation is retained as U00-HIST for provenance and development history only. It is not an active BVJ
master or an active universal source.
The substantive case master remains BVJ_00_C00_Master_Case_Control_v1.03.docx.
The additive v1.03B child patch records the accepted migration, corrections and Chat 01 rerun authority. It does not create a substantive v1.04 master.
1. PURPOSE AND BOUNDARY
C00 is the case-specific master-control hub for Burke v Jacobs [2026]. It controls case identity, procedural posture, chronology, version, source gaps, issue allocation, authority status, downstream workstreams and web-page handoffs.
C00 does not replace original evidence, the court file, primary legislation, approved judgments or verified proposition records. It distinguishes what the source says from what a party argues the source means. No hearing note is treated as an official record unless confirmed by an official transcript. No authority proposition or pinpoint is approved for final filing unless verified through Chat 05 and the C30/G200 controls.

Court/claim platform: County Court at Liverpool / Online Civil Money Claims — post-set-aside amended-pleading and box-work compliance stage.
Claim number: 793MC921.
Online case number: 1770643194023985.
Claimant: James Burke.
Defendant: Jacobs Enforcement Limited.
Underlying creditor appearing in the source record: Sefton Metropolitan Borough Council, presently not a party.
PUBLICATION CONTROL: direct residential address, date of birth, telephone number and personal email are retained in restricted source documents and are not reproduced on this public page.
5. CURRENT PROCEDURAL POSTURE
The claim was issued on 9 February 2026.
Default judgment was entered on 11 March 2026 for £5,902.70.
Jacobs applied on 22 March 2026 to set aside the default judgment,
strike out the claim and obtain costs.
The contested hearing took place before Deputy District Judge Hatzer
at Liverpool on 28 July 2026.
The sealed order dated 28 July 2026:
– sets aside the default judgment;
– grants Jacobs leave to defend;
– dismisses Jacobs’ strike-out application;
– requires James Burke to file and serve fully pleaded and compliant
amended Particulars of Claim by 4.00 pm on 17 August 2026;
– provides that the claim will stand automatically struck out if that
requirement is not met;
– directs box-work judicial review of compliance;
– requires a Defence within 21 days after service, subject to the
compliance review;
– provides for direction questionnaires and later case management;
and
– reserves costs to the trial judge at the final hearing.
The court gave an extempore judgment with reasons.
The order is the controlling procedural source.
The March MOCL portal record establishes that the Claimant’s formal
online response and one 19-page Respondent skeleton were uploaded to
the court system on 28 March 2026.
Other claimant skeleton objects remain drafting history unless they
are proved to match the filed 19-page object.
The Defendant’s hearing skeleton was supplied in paper form at court
approximately 15 minutes before the hearing according to the
Claimant/McKenzie Friend account.
The Defendant’s N260 was emailed to the court on 27 July 2026 and
copied to the Claimant.
No further hearing document is presently identified.
6. CURRENT ACTIVE BASELINE AND SUPERSESSION
BVJ_00_C00_Master_Case_Control_v1.03 remains the substantive master parent.

Together, the substantive parent and active child patches constitute the current C00 control stack.
No substantive C00 v1.04 has been issued.
Every parent and earlier version remains preserved. No parent may be overwritten, renamed, deleted or silently replaced.
7. CURRENT ISSUE AND SOURCE CONTROL
The active issue architecture runs from 04A to 04Z. The authority-chain trunk includes the making, recording, identity and proof of the liability order; Sefton’s regulation 45 gateway; instruction of Jacobs; Jacobs’ engagement and assignment of a qualifying individual enforcement agent; section 63 qualification; paragraph 2(3) authorisation; Notice of Enforcement; paragraph 7(3) record; advance paragraph 26 request; entry/remaining authority; and paragraph 66 remedies.
The liability-order control distinguishes:
– the underlying council-tax liability;
– the regulation 34(6) judicial adjudication;
– the mandatory official court record;
– a certified extract or other evidence proving the adjudication;
– bulk-order attribution to the individual debtor and amount;
– reasonable belief under paragraph 66(8)(b) from objective proof in contested proceedings.
The composite court-identity issue remains controlled: under MCA 1980 section 148 a magistrates’ court is the justice or justices acting. Where no official court-originating record can identify the judicial maker, the sufficiency of proof that a magistrates’ court sat and made the liability order is a central candidate proposition requiring Chat 05 verification.
Acceptance does not permanently close a workstream.
Chat 00 may reopen any accepted downstream workstream by a new
versioned correction or rerun handoff where later evidence, authority,
methodology or downstream analysis reveals a material upstream defect.
The earlier accepted return remains preserved as controlled parent
history and is not overwritten.
8. HIGH-PRIORITY MISSING SOURCES
GATE 1 CLOSED / CONTINUING MERITS AND DISCLOSURE GAPS
Gate 1 has passed and is closed.
ES-BVJ-0005 is frozen for the post-hearing Chat 01 facts, evidence,
inference and reasons rerun.
Parent evidence set:
ES-BVJ-0004.
Evidence cut-off:
29 July 2026 at 21:24 BST.
The completed provisional cleaned hearing note is registered as a
substantive contemporaneous reconstruction.
It is not an official transcript or approved judgment.
The sealed order controls all exact procedural terms.
The following remain merits, proof or later-disclosure issues. They do
not keep Gate 1 open:
– the complete court-originating liability-order record and juridical
constitution;
– any certified extract, bench identity and court audit trail relied
upon;
– Sefton-to-Jacobs instruction records;
– the identity, qualification, engagement, assignment, account and
office relationship of each relevant enforcement agent;
– native paragraph 7 notice and time records;
– complete CRM, visit, delivered-notice and any body-worn-video
records;
– the M-062 native DSAR completeness and audit material;
– any additional source or justification later relied upon by Jacobs;
and
– exact binary and SHA-256 registration of the native March formal
response when first opened in the post-hearing rerun.
Those matters must be classified according to the evidence actually
available.
Non-production does not automatically prove historical non-existence,
falsity, fraud or the opposite fact.
NEXT AUTHORISED ACTION
Launch the post-hearing Chat 01 facts, evidence, inference and reasons
rerun under v1.03K6G3O1.
Chat 02 must not be launched until Chat 01 returns to 00C and receives
00C acceptance.
9. DOWNSTREAM STATUS
CURRENT ROUTING CONTROL — POST-HEARING v1.03K6G3N1
00C is the sole active master and decision-maker.

All returns route only to 00C.
9.1 — FULL DOWNSTREAM METHODOLOGY REBASE ACCEPTED — v1.03K2
C00 has accepted the complete sequential no-loss downstream rerun.
All prior Chat 01–06 outputs remain preserved as controlled parents and completeness comparators. No prior conclusion is operative merely because it was previously accepted.
The former targeted Chat 05-first route is superseded before launch.
No authority is Bundle Approved. No filing, service or final drafting is authorised during Chats 01–05.
9.2 — UNIVERSAL ADOPTION
C00 accepted UHO-0002 and completed UCA-0001 cycle 2 on 22 July 2026 at 11:03 BST.

- Only after acceptance, Chat 00 issues Chat 02.
- Repeat the same gate for Chats 02, 03, 04 and 05.
- After Chat 05 acceptance, Chat 00 decides whether to issue a new Chat 06 successor.
- Chat 06 successor return → Chat 00.
Every return must include the principal Master Handback, any required register, manifest/hashes and a concise downstream recommendation.
No downstream chat may treat an unaccepted earlier output as operative.
9.5 — CHAT 01 FULL RERUN ACCEPTED / CHAT 02 ACTIVATED — v1.03K3
C00 accepts the Chat 01 v1.03K2 Master Handback and Full Issue and Potential Ground Register.
Acceptance concerns the controlled 130-row inventory, statuses, corrections, gaps and downstream routing. It does not prove any candidate fact, legal proposition, amendment, liability, causation, damage or remedy.
The separate Chat 01 ZIP-checksum file listed in the return manifest was omitted. C00 independently verified the unaltered received ZIP and recorded SHA-256:
dd91f44b532b7b886c35637398378dde57ef6aed7e210da365edc130017f2869
At the v1.03K3 stage, Chat 02 was the only authorised next
workstream.
Current routing is stated in section 9.3 and the latest acceptance
section below.
9.6 — CHAT 02 QUALIFIED ACCEPTANCE / CHAT 03 ACTIVATED — v1.03K4
C00 accepts the Chat 02 v1.03K3 Master Handback, 21-family Gateway Trees and 130-row mapping register subject to the C00 authority correction.
The correction adds candidate controls:
AV-053 Burton v Ministry of Justice [2024] EWCA Civ 681;
AV-054 Court Enforcement Services Ltd v Marston Legal Services Ltd [2020] EWCA Civ 588, [2021] 1 QB 129; and
AV-055 Bone v Williamson [2024] EWCA Civ 4.
These authorities remain for final Chat 05/C30 verification.
The original Chat 02 return ZIP and external ZIP checksum were not supplied. The canonical component files and supplied hashes were validated.
At the v1.03K4 stage, Chat 03 was the only authorised next
workstream and Chat 04 remained locked.
Current routing is stated in section 9.3 and section 9.7 below.
9.7 — CHAT 03 ACCEPTED / CHAT 04 ACTIVATED — v1.03K5
C00 accepts the Chat 03 v1.03K4 Master Handback, detailed C20 source-level audit and 24-sheet evidence/gateway register.
The accepted return completes current-turn source application across all 130 issues and GT-01–GT-21, while preserving every source, proof, authority, pleading, causation, damage and remedy qualification.
M-062 is added as the native DSAR completeness and audit gate.
AV-053–AV-055 remain candidate controls pending Chat 05 verification.
Chat 04 is the only authorised current workstream. Chat 05 remains locked.
9.8 — G150 BURKE-ONLY LOCAL ANALYTICAL PILOT — QUALIFIED ACCEPTANCE — v1.03K5B
C00 accepts a Burke-specific analytical and audit overlay only. G150 v0.90 remains a public development candidate and does not amend G000, G100 or G200. The accepted axes separately record maturity, expression/derivation, precedential force, verification/access, later treatment and equitable-enforcement control.
The pilot operates prospectively in the launched Chat 04. Chat 04 must return a bounded no-loss regression delta for Chats 01–03. No earlier chat is reopened unless C00 later records a material defect and issues a versioned handoff. Chat 05 remains locked.

11. SOURCE-PRESERVATION AND PUBLICATION CONTROL
Do not overwrite or delete earlier source files. A corrected or renamed file is a new controlled version with its parent, delta, destination and verification recorded.
Direct personal contact details remain in restricted court/source files. Public derivatives must omit them unless legal or court-process requirements require publication.
12. IMPLEMENTATION AND VERIFICATION
After updating C00:
– clear page-builder, WordPress, server and CDN caches;
– reopen the page in ordinary and private browser sessions;
– test G000, G100, G200, C10, C20 and C30 links;
– test every public C00 download;
– confirm no direct personal contact or date-of-birth data remains visible;
– complete the C00 Web Update Verification Record.
