GLOBAL100 – UNIVERSAL JUDGMENT-PDF ARCHIVE
SUPERSEDED CONTROLLED VERSION
This page preserves G100 v1.00 as the previous controlled universal judgment-archive baseline.
It was superseded for active universal use by G100 v1.01 on 21 July 2026 at 1400 BST.
Current universal judgment archive:
https://peacekeepers.org.uk/g100-judgments/
The historical body and legacy links below remain preserved. Any wording within the preserved body describing G100 v1.00 as “current”, “live” or “active” records its status before supersession.
Historical inclusion does not establish a proposition of law, ratio, binding principle, quotation, later treatment, application or Bundle Approved status.

1. PURPOSE
G100 is the universal source archive for canonical copies of judgments, tribunal decisions and approved transcripts used across PeaceKeepers litigation-control projects.
G100 preserves the judicial decision document. It does not decide what the decision means, approve a proposition, verify a quotation or substitute for the primary official source. Proposition, ratio, limitation and pinpoint control belongs in G200 and in the relevant case-specific C30 page.
Every G100 entry must remain traceable to its original source, source status, document type, verification state and any duplicate or companion copies.
2. PAGE BOUNDARY
| Page | Function | What does not belong there |
| G000 | Universal methodology, templates, modules and research architecture. | Judgment archive files except worked examples expressly classified as examples. |
| G100 | Canonical judicial-decision files: judgments, approved transcripts, tribunal decisions and limited companion records. | Statutes, rules, pleadings, skeletons, submissions, blogs, commentary, guidance, academic papers, forms or unsupported summaries. |
| G200 | Universal propositions of law, ratio/obiter classification, quotations, pinpoints, limits and verification status. | Duplicate source files presented as if proposition verification. |
| C20 | Case-specific evidence and source documents, including case orders, pleadings and local judgment copies not yet promoted to G100. | Universal proposition approval. |
| C30 | Case-selected authority propositions, verification and bundle status. | Uncontrolled raw archive dump. |
3. ACCEPTED G100 DOCUMENT TYPES
| Type code | Accepted document | Control |
| JUDGMENT | Official or court-approved written judgment. | Preferred canonical source. |
| APPROVED-TRANSCRIPT | Approved transcript of oral judgment or reasons. | Canonical where no written judgment exists or the approved transcript is the decision record. |
| TRIBUNAL-DECISION | Official tribunal determination or decision. | Must identify tribunal, members, date and status. |
| LAW-REPORT | Authoritative report or scan where no official judgment is available, especially historical authorities. | Report citation and provenance required. |
| COMPANION-ORDER | Order inseparably linked to a judgment and needed to understand disposition. | Companion only; not a substitute for reasons. |
| COMPANION-SUMMARY | Official press summary or official case summary. | Companion only; never the canonical proposition source. |
| FOREIGN-JUDGMENT | Foreign judicial decision retained for comparative or persuasive use. | Jurisdiction must be explicit; never presented as binding English authority. |
4. EXCLUDED OR QUARANTINED MATERIAL
- Legislation, statutory instruments, rules, practice directions and government guidance: link and proposition control belongs in G200.
- Pleadings, witness statements, skeleton arguments, submissions, orders without reasons, correspondence and evidence: retain on the relevant C20 page.
- Blogs, Wikipedia pages, articles, textbooks, practitioner notes, academic papers and advocacy analyses: secondary material; not G100 judgments.
- Law Commission papers, parliamentary briefings, historical source documents and administrative forms: preserve elsewhere and link from G200 where relevant.
- Unapproved transcripts, unattributed OCR, incomplete scans and files whose provenance cannot be established: quarantine until verified.
- Duplicate copies: preserve in storage but designate one canonical public link and record all duplicates against the same G100 ID.
5. SOURCE-STATUS LADDER
| Status | Meaning | Use |
| S1 – OFFICIAL | Judiciary, National Archives, court or tribunal official source. | Preferred. |
| S2 – APPROVED | Judge-approved transcript or approved judgment supplied through an authorised transcription route. | Canonical where appropriate. |
| S3 – AUTHORITATIVE REPORT | ICLR or another authoritative law report / verified historical report. | Canonical where no official decision file exists. |
| S4 – RELIABLE ARCHIVE | BAILII or another reliable archive reproduction whose identity is confirmed. | Usable subject to verification and source preference. |
| S5 – SECONDARY COPY | Readable reproduction, OCR or third-party copy without complete provenance. | Research only; replace before final filing where possible. |
| Q – QUARANTINE | Identity, completeness, approval or provenance unresolved. | Not cited as canonical and not promoted to G200 as verified. |
6. G100 ID AND FILENAME STANDARD
Every canonical decision receives one stable human-readable identifier in the register: G100-J0001, G100-J0002 and so on. The ID does not change when a better copy is obtained.
The filename begins with the page code and stable decision ID. Fields are separated by underscores. Short-case-name words may be joined by hyphens. Do not insert advocacy propositions, conclusions or commentary into filenames.

7. CANONICAL RECORD REQUIREMENTS
- Stable G100 ID.
- Neutral case title without advocacy annotation.
- Neutral citation and report citation where available.
- Court or tribunal, jurisdiction, decision date and judicial decision-maker.
- Document type and source-status code.
- Canonical filename and preserved parent/original filename.
- Official source URL and PeaceKeepers media URL.
- SHA-256 hash, page count, searchability/OCR status and completeness note.
- Duplicate group, companion files, replacement history and supersession status.
- Related G200 proposition IDs and case-specific C30 links.
- Verification status and responsible reviewer.
8. RELATIONSHIP WITH G200
G100 answers: What is the canonical judicial decision file?
G200 answers: What proposition, ratio, quotation, pinpoint and limitation has been verified from that decision?
No G100 filename or link label should state an argumentative proposition such as “void orders”, “no supremacy”, “fatal flaw” or “extortion”. Those descriptions must be removed from the archive title and, if legally supportable, tested and recorded neutrally in G200.
9. PUBLIC ARCHIVE INDEX FORMAT
The public archive should be organised by jurisdiction and court, then by year. Each row should show the G100 ID, neutral case title, citation, decision date, document type, source status and canonical download link.
The public page may retain a searchable legacy section during migration, but it must be clearly labelled as unverified and non-canonical.
| G100 ID | Case / decision | Citation | Court | Date | Type | Status | Download |
| G100-J____ | [Neutral case title] | [Neutral/report citation] | [Court] | YYYY-MM-DD | [Type] | [S1-S5/Q] |
10. LEGACY ARCHIVE MIGRATION STATUS
The pre-control archive contains more than 400 links in a flat list. It includes duplicates, non-judgment materials, inconsistent titles, proposition commentary, multiple source qualities and some external webpages rather than judgment PDFs.
No existing source file is to be deleted, overwritten or silently renamed. During migration, retain the current list under the heading “Legacy archive index – under controlled migration”. Assign G100 IDs progressively, upload canonical copies alongside parent files, update the public canonical index and record the migration delta.
An entry remains legacy or quarantined until the canonical source, title, citation, document type, status and duplicate relationship are confirmed.
11. MIGRATION ORDER
- Freeze destructive changes: preserve all current media and links.
- Import each legacy title and URL into the G100 Judgment File Register.
- Classify: canonical candidate, duplicate, companion, non-G100 transfer, quarantine or broken link.
- Verify case identity, court, citation, date, source provenance and completeness.
- Select the best canonical copy under the source-status ladder.
- Assign the stable G100 ID and create the new G100-coded filename as a new file.
- Record parent filename, duplicate group, SHA-256 and replacement history.
- Update the public canonical table and cross-link any verified propositions in G200.
- Only after link testing, remove the old public duplicate link from the legacy display; retain the underlying source file.
- Complete the G100 verification record and cache check.
12. CONTRIBUTION AND INTAKE
Requests for a missing judgment should identify, so far as possible, the case name, court, citation, decision date and reason the decision is required.
A submitted file is not automatically canonical. It enters the intake register and remains unverified until its identity, provenance, completeness and status are checked.
Personal data, reporting restrictions and publication restrictions must be reviewed before public upload.
