Global200 — Universal Propositions of Law / Pinpoint Register
SUPERSEDED CONTROLLED VERSION
This page preserves G200 v1.00 as the previous controlled universal propositions-and-pinpoint baseline.
It was superseded for active universal use by G200 v1.01 on 21 July 2026 at 16h53 BST.
Current universal propositions and principles register:
Global200 v1.01 — Universal Propositions of Law / Pinpoint Register
The historical body and linked files below remain preserved. Any wording within the preserved body describing G200 v1.00 as “current”, “live” or “active” records its status before supersession.
Historical inclusion does not establish that a proposition, quotation, pinpoint, ratio, binding principle, later treatment or case-specific application is verified.
No existing case automatically adopts G200 v1.01. Each C00 must separately record adopt, defer or decline.

1. PURPOSE
G200 is the universal register for reusable propositions of law, statutory and procedural propositions, verified quotations, pinpoints, authority classifications, limitations, adverse treatment and review status.
G200 records what a primary source says, the status and competence of that source, the proposition that can properly be derived from it, and the limits on use. It does not turn a party submission, editorial summary or remembered quotation into law.
2. PAGE BOUNDARY
G200 is not a judgment-file archive. Canonical judicial decisions belong in G100.
G200 is not a case-specific authorities page. Case selection, relevance, pleading use, filing approval and bundle status belong in C30.
G200 is not a substitute for checking current legislation, rules, practice directions or primary judgments. Every proposition must remain traceable to its primary source.
3. CORE CONTROL RULE
Truth first. Source first. Evidence first. Ratio/reason first. Reasons first. Consequence last.
No proposition is verified merely because it appears in a skeleton argument, article, headnote, search result, AI output, secondary text or earlier register. No quotation or pinpoint is approved from memory.
4. SOURCE CLASSES
G200 may control propositions derived from:
• primary legislation and statutory instruments;
• procedural rules, practice directions and official court guidance;
• judgments and approved judicial transcripts controlled in G100;
• binding constitutional instruments;
• other primary legal instruments.
Secondary sources may identify a candidate proposition but cannot ordinarily supply the final verified source.
5. REQUIRED PROPOSITION RECORD
Each proposition record must identify:
• a stable G200 proposition ID;
• neutral proposition wording;
• source type and source-control reference;
• authority or instrument title and citation;
• court, level, judicial author and date where applicable;
• exact pinpoint;
• short verified quotation where needed;
• classification as statutory text, ratio, obiter, dissent, concession, procedural rule, inference or other category;
• source status and current-law check;
• preconditions, scope, limitations and exceptions;
• adverse, qualifying or later authority;
• verifier, verification date and review trigger;
• universal verification status;
• any linked G100 judgment ID and canonical source URL.
6. STABLE IDENTIFIERS
Use one stable proposition ID per distinct reusable proposition:
G200-P000001, G200-P000002, and so on.
Use quote IDs only where a quotation is separately controlled:
G200-Q000001, G200-Q000002, and so on.
A proposition ID is never reused. Changed wording is versioned or replaced by a linked successor. Rejected or superseded wording remains in the control record.
7. AUTHORITY CLASSIFICATION
The register must distinguish:
• enacted or rule text;
• ratio decidendi;
• obiter dictum;
• dissent;
• party concession;
• factual finding;
• procedural history;
• judicial summary of another authority;
• inference or synthesis;
• secondary commentary.
Classification must not be inferred from the importance of the quotation. The reasoning, issue and disposition must be checked.
8. VERIFICATION LADDER
A candidate proposition progresses through these stages:
1. Candidate — wording captured but not approved.
2. Primary source located.
3. Primary text checked.
4. Source status and currency checked.
5. Proposition wording and classification checked.
6. Pinpoint and quotation checked.
7. Limits, exceptions and adverse treatment checked.
8. Universal Verified.
9. Suspended, superseded or rejected where later review requires it.
Universal Verified does not by itself mean Bundle Approved for a particular case. C30 and the relevant Chat 05 workstream must still approve relevance, context, citation and bundle use.
9. QUOTATION AND PINPOINT CONTROL
Every quotation must be checked against the primary text. The register must record the pinpoint, source page or paragraph, source format, whether OCR was used, the verifier and date.
A quotation must not be shortened so that a material qualification is concealed. Ellipses, square brackets and emphasis must be identified. Paraphrases must not be presented as quotations.
10. CURRENT-LAW AND TREATMENT CONTROL
Before universal verification, check whether the source remains in force or authoritative and whether it has been amended, repealed, reversed, overruled, doubted, distinguished or materially qualified.
Every proposition must have a review trigger, including statutory amendment, rule change, appeal, later appellate treatment, conflicting authority or discovery of an incomplete source.
11. NO-LOSS AND ADVERSE-AUTHORITY CONTROL
Weak, adverse, incomplete and inconsistent authorities are retained and classified. They are not deleted because they are inconvenient.
Where reliable authorities disagree, the register must record each position, hierarchy, factual setting and limitation. G200 records the source position; it does not silently choose a party’s preferred construction.
12. G100 → G200 → C30 WORKFLOW
The controlled route is:
Primary source located → canonical judgment stored or linked in G100 where applicable → candidate proposition entered in G200 → primary text, status, classification, pinpoint, limits and treatment verified → proposition marked Universal Verified → relevant case selects it in C30 → case-specific Chat 05 verifies context, OSCOLA and bundle use → filing or bundle approval recorded in C30.
A C30 proposition may remain case-specific and never be promoted to G200. Promotion is appropriate only where the proposition is reusable across cases.
13. NAMING RULE
Universal G200 files use:
MLSP_G200_[CLASS]_[SEQUENCE]_[DOCUMENT_TITLE]_v[VERSION].[extension]
Case-generated G200 update files use:
[CASE]_[CHAT]_G200_[DOCUMENT_TITLE]_v[VERSION].[extension]
The G200 code identifies the primary public destination. Implementation-control files remain in the relevant C10 source vault unless expressly designated as universal public downloads.

15. CURRENT REGISTER POSITION
G200 v1.00 establishes the universal architecture and blank controlled templates. Existing case-specific authority lists are not automatically imported or treated as verified.
Population must proceed proposition by proposition from primary sources. Legacy summaries and proposition labels must be retained as candidate material until verified or rejected.

17. OPERATING INSTRUCTION
Do not rely on memory. Do not approve a proposition from a case name alone. Locate the primary source, establish current status, identify the issue and reasoning, classify the proposition, verify the pinpoint and any quotation, record limits and adverse treatment, and preserve the verification trail.
Where verification is incomplete, use Candidate or the relevant intermediate status. Do not use “Verified” as a general expression of confidence.
18. REVIEW AND VERSION CONTROL
G200 is a living universal register. Updates must preserve prior wording, source, date and status. No source record or proposition row is silently overwritten.
Material changes require a new controlled version, a version delta, review of affected C30 pages and downstream handoff where a proposition has already been relied upon.
